Good morning, it's me at two in the morning: another government department has gotten out of positions early, I have seen this trick too many times. What do they mean by "goals achieved"? It's just a Liquidity Trap - resources are thrown in, results are taken out, and when it's time to pass the buck, they do. Regulatory efficiency? Ha, just like dark pool trading, what really happens is always in places you can't see. The time cost is the biggest plundering chain.
