In simple terms, it means having the state's Chief Financial Officer manage the fund as part of long-term fiscal planning and asset allocation. Funding sources include legislative appropriations, related fiscal revenues, and direct purchases of crypto assets.

There are investment requirements — only investing in coins with sufficiently large average market caps to ensure the stability of the reserve. This reflects the cautious attitude of traditional financial institutions towards crypto asset allocation and also indicates that U.S. states are gradually deepening their exploration of digital asset policies.
