The set of crypto market legislation proposed by Paul Atkins may sound urgent in the news, but in reality, its implementation is not as imminent as it seems. Over a decade of regulatory vacuum is finally being addressed, but don’t expect it to happen overnight.

In terms of progress, the House has made a decision by July 2025, and the SEC is shifting from purely enforcement to rulemaking and granting exemptions for innovation. Sounds good, right? But the Senate has yet to move, with the vote pushed back to early 2026, and with the midterm elections and other issues, it’s uncertain whether it will finally pass.
