Binding: When the IBC transfer starts, the token is bound.

Proof Relay: Then, 10 token binding proofs are relayed from chain a to chain B.

Verification: Verify the certificate on the B chain against the data header of the A chain. If the certificate is valid, create 10 certificates on the B chain.
