Similar to the zero address, the system address of the Assistance Fund has never had a private key controlling its funds. Without a hard fork, these funds are mathematically unrecoverable. Voting “Agree” indicates that validators consent to consider the HYPE tokens held by the Assistance Fund as burned. This vote is a binding social consensus, promising never to authorize protocol upgrades to access this address.
